CMS Suspends Quality Reporting Measures During Coronavirus Pandemic
On April 18th, the Centers for Medicare and Medicaid Services (CMS) announced that it as halting all data collection and reporting for the Quality Improvement Strategy, and Quality Rating System for the plan year 2021. These reporting tools were previously mandated and put in place to record and analyze key quality indicators of health plan preventive strategies and care management. However, CMS recognized that healthcare providers are currently facing many challenges responding to the COVID-19 virus and felt that these reporting measures may by taking their focus away from providing life-saving care to those suffering from COVID-19. By suspending these HEDIS quality reporting measures, health care providers are able to focus on patient care and keeping health plan payers safe.
What are HEDIS Quality Measures?
There are over 90 HEDIS quality measures that are spread across six domains of care: Effectiveness of Care, Access/Availability of Care, Experience of Care, Utilization and Risk Adjusted Utilization, Health Plan Descriptive Information, and Measures Collected Using Electronic Clinical Data Systems. These measures are designed as a set of standardized performance measures to provide purchasers and consumers with the information necessary to compare health plans and select the best one for themselves.
Does this apply to the Qualified Health Plan Enrollee Survey as well?
Yes. In the announcement from CMS, it was stated that the Qualified Health Plan Enrollee Survey has also been suspended. This survey is administered to health plan members in an attempt to better understand their experience with the plan. However, given the current COVID-19 pandemic situation, CMS determined that this survey will be suspended until further notice. CMS is working to ensure that these announced suspensions do not affect plan certification.
